Minutes of the meeting held on 11th June 2026 at 7.30pm held in Willingham Village Hall

 

 

Present: Cllrs D Bingham (Chair), M Bates, T Clifton, A O’Dell, D Leak, Q Connell

Absent: all councillors present

In attendance: L Brooks-Sleight (clerk), Cllr L Mullally WLDC

 

 

107/2026 To receive Apologies for absence with reasons – none, all present

 

108/2026 To record declarations of interest in accordance with the Localism Act 2011 for any listed agenda items below. None received

 

109/2026 To consider an application for Co-option. Applications not received

 

110/2026 To agree, if necessary, to temporary suspend the meeting for a period of no more than 10mins to allow for public Participation. No public present

 

111/2026 To receive any reports from LCC councillor/WLDC councillor/ Police. 

Cllr L Mullally report n a request for a dropped kerb at the Doctors surgery

 

112/2026 The Minutes of the Annual Meeting of the Council held on 14th May 2026 were approved as a true & correct record. Proposed & seconded, Resolved 

 

113/2026 To receive the Clerk’s report

• The Pensions Regulator re-declaration of compliance for Willingham Parish Council has been completed on 1st June 2026 under the Pensions Act 2008

• The bench on the green is falling apart. This was reported to Acis who have taped off the bench

• The AGAR Notice of Public Rights are on the website and notice board until July 14th  

• LIVES do a Community First Aid session for up to 30 people, 2hrs and ask for a minimum donation of £100

 

114/2026 To receive a Report from the Playing Field Committee and consider any future actions. 

Cllr Bingham & the clerk updated the council on a meeting the previous week with the Chair and a trustee with the issues raised by some residents. The Chair of the committee was unable to attend this meeting but is hoping to attend the next PC meeting with the Playing fields update from this meeting. It was suggested that an updated agreement to be produced for both parties as landowners & management of land.

 

115/2026 Highways -to consider any highways issues & determine any actions required. 

The PC is disappointed that LCC Cllr P Wimhurst hasn’t attended a Willingham PC meeting for over 12months and has not addressed the PC’s highways issue, the clerk to keep contacting him with issues of the village.

 

116/2026 Planning -to receive any correspondence/decisions by WLDC and discuss any planning applications. No current new applications or decisions.

 

117/2026 To approve in accordance with the Contract of Employment, the NJC rate for mileage allowance expenses. The new mileage rate was approved, proposed & seconded, Resolved. The clerk’s contract to be updated with the changes.

 

118/2026 To receive, review & approve the Annual Insurance quotes. 

The PC agreed a 3year LTA in 2025 with Gallagher Insurance Broker, the 2nd quote was received, reviewed with no changes and approved for payment. Proposed & seconded, Resolved

 

119/2026 Finance

The monthly reconciliation of the accounts with the corresponding Bank statements – up to 29/05/2026 with the current account balance of £22,700.20 was approved and Councillors Bingham & Leak were nominated to sign/authorise the payments listed below with the corresponding invoices:

Grass contractor 625.71

Salary April 541.47

Annual Insurance 417.40

Newsletter printing 185.00

 

120/2026 School Trust Fund – to receive any updates. 

Still unable to find out who are the bank/investment signatories. The original trustees have been approached and two trustees are willing, to find a new secretary and co-opt new trustees to reform the charity as first set up in 2007, initiated by the parish council as an independent charity from the sale of the old school building. 

 

121/2026 Village Newsletter – to receive an update and quotes to print. 

Quotes to print were requested and received from Jam Print – last years printers for £185 which were approved and the newsletters are now with the distributors for delivering to all households.

123/2026 Agenda Items for next meeting (by 2nd July) and to take any points from members

• Cllr Clifton to become a village hall representative with Cllr Connell

• LIVES first aid session – possibility in the autumn

• Cllr Clifton updated the council on a meeting with Park Farm, WLDC & EA. Permits were viewed of waste management and information received on the drilling process

 

The next PC Meeting as Thursday 9th July 2026 at 7.30pm in Willingham Village Hall committee room
