MINUTES of the MEETING of WILLINGHAM by STOW PARISH COUNCIL
held on Thursday 13th February 2025 at 7.30pm

The Minutes of the Meeting held on 12th December 2024 were signed as a true & correct record Resolved

2025/5 Representatives Report
LCC Cllr R Buttroid – A election for the new Mayor in May, Lincolnshire under one authority and the LCC Councillor elections
WLDC Cllr L Mullally - BESS planning application has been refused by WLDC – Cllr Mullally couldn’t attend but sent her report against the application
2025/6 Clerks Report
- The Annual Parish Meeting will be held on Thursday, 10th April at 6.45pm
- HMRC -PAYE, letter received 31 December 2024 in credit amount of £803.80, a refund has been requested to be paid into the PC account
2025/7 Grant Funding 2025
A grant funding request was received from St Helens Church, £60 for the materials to build a new Christmas Crib due to the old one falling apart. This was discussed and approved to grant fund under the Chairs Allowance 2025. Resolved
2025/8 Parish Field Tender
The Tender for the Parish Field for the next 2 years was approved with previous years description, adding no mains water. Clerk to advertise on the notice board, website and Facebook. Tenders to be received by 8th March 2024 to be discussed at the meeting on the 13th March 2025.
2025/9 WLDC Green waste bin
It was approved to purchase the garden waste bin for the cemetery at a cost of £46pa. Clerk to purchase online using the council debit card Resolved
2025/10 Highways
- Flooding across the road – corner of High St/Gainsborough Rd. Still floods in heavy rain, highways very slow at closing the road, drains need clearing. Cllr Buttroid to follow up with highways
- The request for reduced speed limit on Gainsborough Rd entering the village – Cllr Buttroid to follow up, a survey will be required
- Normanby Bridge – left side hedge, blocks the view on the corner
- Waterfurrows Lane, vehicles & gardens encroaching the lane – Cllr Buttroid to follow up
2025/11 Solar Farms
No further updates
2025/12 VE Day 80th Anniversary
It was decided to raise the Union Flag to celebrate the VE Day anniversary.
2025/13 LCC Highways Grass Cutting Agreement 2025
The updated agreement with new terms and conditions was approved. Resolved
2025/14 Planning
To receive any correspondence/decisions by WLDC and discuss any planning applications.

2025/15 Cemetery
Cllr Clifton reported that he has dug out the tree root that was creating the hump at the entrance of the cemetery and compacted it. This will be monitored to see if the hump reappears in the future.
2025/16 Finance
The monthly reconciliation of the accounts with the corresponding Bank Statements – 31/12/2024 and 31/1/2025 were approved and payments listed were approved for payment. Resolved
