The Minutes of the Council meeting both held on 9th October 2025 was signed as a true & correct record. Proposed & seconded, voted. Resolved
2025/178 Declarations of Interest
None received
2025/179 Representatives Report
LCC councillor Paul Whimhurst sent his apologies. WLDC councillor Lynda Mullally sent reports prior that were circulated to all on the Armed Forces Community.
2025/180 Clerks Report
• All register of Interest forms have been uploaded on WLDC website under WPC details, just need the email address changing now
• I received a letter from the Business Rates Team, to complete a form for the Review of Small Business Rate Relief for the Cemetery, due to all accounts being under review. This has been completed and returned.
• A purchase order has been received for the Grass Cutting Agreement and an invoice for £745.17 has been issued to LCC
• The gov.uk email. @willinghambystow-pc.gov.uk has now been registered and I’ve set up all members with an email & password. I can access this via stackcp.com but currently unable to access on my phone, waiting for assistance from Cloud Next
2025/181 Grass Cutting Tender 2026
The specifications for 2026 Grass Cutting tender was discussed and approved, the clerk to advertise on the website, Facebook page and the notice board for tenders to be received by 9th December for discussion at the December meeting. Resolved
2025/182 Grant Funding Policy and Applications 2026/27
The Grant Funding Policy and Application form 2026/27 was updated and approved, Proposed & seconded. Resolved
2025/183 Pension Policy
A Pension Policy was approved. Proposed & seconded, Resolved
2025/184 IT Policy
An IT Policy was discussed & approved. Proposed & seconded. Resolved
2025/185 Health and Safety Policy
A Health and Safety Policy was discussed & approved. Proposed & seconded. Resolved
2025/186 Assets Checklist
The latest assets checklist to be added to the December meeting.
2025/187 2026/27 Budget
The requirements/projects for next year’s budget were discussed, and it was proposed to set the Budget as £16,517. To be finalised at the December meeting.
2025/188 Precept 2026/27
The Estimated Precept 2026/27 was discussed and it was approved as £16,000 to be submitted. Proposed & seconded. The Final Precept request to be approved at the December meeting.
2025/189 Highways
Current Highways issues – the footpath on the corner of High St/Marton Rd was reported on Fix my street as a wheelchair user got stuck due to the overgrowth of the verge, narrowing the footpath – this has now been cleared. LCC has issued an enforcement letter to the owner of the overgrown hedge on Grange Lane.

No current correspondence or decisions from WLDC
2025/191 PC Banking
The mandate form to add Cllr Clifton & Devine as bank signatories and remove J Didcock has been submitted. Both councillors to verify their identity via the online Barclays app. More details when received.

The monthly reconciliation of the accounts with the corresponding Bank statement up to 31/10/2025 and the payments listed below were approved for payment. The Bank Balance up to 31/10/2025 - £13079.62. Proposed & seconded, Resolved
