MINUTES of the JUNE MEETING of WILLINGHAM by STOW PARISH COUNCIL

held on Thursday 12th June 2025 at 7.30pm

2025/90 Minutes of last Meetings

The Minutes of the Annual Council Meeting & the May Meeting held on 8th May 2025 were signed as a true & correct record. Proposed & seconded, voted. Resolved

 

2025/91 Declarations of Interest

None declared

 

2025/92 Representatives Report

WLDC Cllr Lynda Mullally – had a meeting with Police Inspection Mike Head on issues within the ward and needs more information on persons urinating in bus shelters before Mike Head can look into issue

 

2025/93 Clerks Report

  • Further emails have been received from the secretary of the School Trust Fund but no further forward at this present time
  • More reports of residents urinating near the bus stops on the High St – police have been informed
  • WLDC have notified the PC to say you may now advertise for co-option of a new member

 

2025/94 Annual Insurance 2025/26

The quote from Gallagher Insurance Broker for the annual insurance with Hiscox for £415.51 was discussed with the option- 3year Long Term Agreement. This was proposed & seconded and then approved Resolved

 

2025/95 2024/25 Internal Audit

a. The Internal Auditors Report was received and comments noted. Resolved

b. The AGAR Internal Auditors Report 2024/25 was received and noted. Resolved

 

2025/96 AGAR 2024/25

  1. Section 1 – Annual Governance Statement 2024/25 was completed, proposed & seconded and approved, then signed by the Chair.  Resolved
  2. Section 2 – Accounting Statements 2024/25 was proposed & seconded and approved, and signed by the Chair. Resolved
  3. The dates of the Notice of Public Rights and Publication of Annual Governance & Accountability Return Exempt Authority as Tuesday 17th June to Tuesday 29th July were confirmed. Resolved

 

2025/97 Highways

No updates from highways on any of the issues reported

 

2025/98 Email from Resident re: benches

An email was received from a residents with an offer to replace the old bench on the corner of Grange Lane and fix a new bench in its place, this was discussed and approved, the clerk to email accepting the offer and thanking them. The resident also offered another bench at a reduced cost but due to the PC unable to purchase from an individual, this to be declined but to email with a thanks for the offer.

 

2025/99 Planning

Planning inspectorate appeal ref: APP/N2535/W/25/3363211 Start date: 13/05/2025

WL/2024/00662Proposal: Planning application for the installation and operation of a Battery Energy Storage System -BESS with ancillary infrastructure and landscaping and biodiversity enhancements. – Willingham PC stand by the comments submitted on the 1/10/2024 and object to the installation of BESS

Ref: WL/2025/00177 –to erect 1 general purpose agricultural shed, Park Farm. WLDC – granted permission

 

2025/100 Health & Safety Policy

The policy was proposed & seconded and approved. Resolved

All members confirmed their forms are currently up to date.

 

2025/103 Budget and Reserves 2025/26

The revised budget and reserves to be discussed at the July meeting.

The monthly reconciliation of the accounts with the corresponding Bank Statements up to 31/5/2025 were approved and payments listed below were approved for payment.
