held on Thursday 10th February 2022 at 8pm in Willingham Village Hall

The Minutes of the Council Meeting held on 9th December 2021 were approved and signed as true &
correct record Resolved
2022/324 Declarations of Interest

2022/325 Representatives Report
Police report received from Saxilby Station. Cllr Buttroid sent apologies and any issues let him know
2022/326 Clerks Report
- Internal Audit 2021/22 – The PC had the mid-way internal audit on Friday 4th February and will have the final audit in April 2021. The auditor made a few recommendations:
- check insurance for Cllrs over 70, may need listing by name.
- The annual office allowance is currently £26pm or £312 pa – when reviewing clerks contract
- Only Cllrs who have attended the Councillors Training course can act as a signatory
- DSE Risk assessments – an online staff self-assessment tool for their workstation & equipment
- Transparency code – assets register needs to be on website
- Anti-vandal paint – residents have been complaining to the council about a fence panel with anti-vandal black paint on which was rubbing off onto clothes/coats. The owner has been sent an email from Countryside Services at LCC requesting they remove the paint and are cutting back the hedge opposite
- Over the Christmas period, sheep entered the cemetery causing damage to headstones. The police were informed but not classed as a criminal act. Only1 headstone needing substantial repair, email sent to the owner and advised given with repair quotes

2022/328 Solar Farms in West Lindsey
Gate Burton Energy Park – after a disappointing presentation meeting in the village hall, the council had the
following comments for feedback:
- The presentation held at Willingham Village Hall on Thursday 3rd February was very poorly presented.
- Staff not knowledgeable on plans/grade of land/wildlife
- Poor advertising of meeting
- The staff were badly informed
- The plans had changed since the previous meeting with the Parish Council on December 9th 2021 even though your staff insisted not
- Heavy machinery needing to go through the village!

2022/329 Parish Field Development
The tree planting had a really good turnout. The ground has been too wet for the path to be laid at present.
Grant Funding was approved from WLDCs Councillors Initiative Fund for £1000 towards the laying of the
path but only £480 was paid into the bank, after several emails, WLDC have acknowledged the mistake and
have confirmed the remainder of £520 will be paid in the coming weeks.
2022/330 Willingham’s School Children’s Trust Fund
The full information wasn’t available for this to be discussed.in detail, more information to be sourced for a
future meeting – more info on charities & councils; charity commission number required; trustees approval.
2022/331 Grass Cutting Tender 2022
This year’s specification was discussed and approved to be put to Tender. Clerk to advertise and present the
Tenders for the next meeting for approval.
2022/332 Parish Field Tender
The current grazier agreed with the clause 16 agreement in 2021 – the council offer the grazier the land
under the same conditions for one further period from 1st April 2022, ending on 31st December 2022.
Payment to be received in April 2022. Resolved
2022/333 Highways
- Grange Lane resurfacing date and road closure
- Clerk emailed LCC re: requesting the old tarmac from Grange Lane for the Parish Field footpath
- Email received regarding works on Stow Rd corner – raised kerb, SLOW sign on road
- Speed Reactive signs have been delivered, once registered and charge, clerk to contact councillors for installation
2022/334 Platinum Jubilee
The presentation mugs were discussed but not many residents have registered their children to receive them,
clerk to extend the date for registering before the PC can decide the quantity required at the March meeting.
Clerk to order a Jubilee Flag.
2022/335 West Lindsey Churches Festival
Cllr Wain suggested presenting the PC Millennium Books at the Church Festival, this was agreed. Cllr Wain
to talk with the organisers to suggest this. Resolved
2022/336 LALC – annual training scheme
The PC discussed their requirements and decided against joining the LALC training scheme this year and if
a course was required by the clerk/councillor this would be paid as & when required. The LALC Annual
Subscription Fee was approved. Resolved
2022/337 WLDC green bin
The green bin at the cemetery at a cost of £39 per year was approved. Resolved

- Litter bin was requested on Gainsborough Rd at Bus Stop – clerk to enquire
- Welcome to Willingham Leaflets – clerk to print 6 more & update leaflets
- Barclays Bank – to request the removal of Cllr Webster and add another cllr as a signatory
- Letter to be sent to S Webster
- Litter pickers noted that lots of dog poo bags are left, not using the dog bins – add to Newsletter
- Old signpost near doctors surgery left in a dangerous state after being removed- hacked off above ground level
- Cllr Bates informed the PC that the bench in Memory of his father, for Grange Lane/High St had been ordered
- Clerk to contact Cllr Buttroid re: Secret Garden hedging & railings that were taken away
