MINUTES of the MEETING of WILLINGHAM by STOW PARISH COUNCIL
held on Thursday 12th May 2022 following the Annual Meeting in Willingham Village Hall
Present: Cllrs D Bingham (Chairman), M Bates, Q Connell, D Leak, E Panter, D Wain.

2022/401 Minutes of last Meetings
The Minutes of the Council Meeting held on 14th April 2022 were approved and signed as true &
correct record Resolved
2022/402 Declarations of Interest
Received from Cllr Bates item:2022/407 re: quotes
2022/403 Co-option
Only one application was received from Jackie Didcock who was unable to attend the meeting. This was
discussed & approved to co-opt J Didcock. Clerk to email and send forms required to be returned at the next
meeting. Resolved
2022/404 Representatives Report
Crime report received Saxilby Police with apologies from Cllr Buttroid & Cllr Coulson
2022/405 Clerks Report
- Grass on corner Marton Rd/High St – resident didn’t get around to the seed planting but will do this year and has continued to mow the area
- Solar Farm invite – one councillor invitation to visit solar farm in Suffolk
- Speed signs – Elan city recommend solar panels saying batteries should last 7-10days for 3000 vehicles. Clerk going to get the data from each unit and check vehicles/data
- Dog bin has been requested at the Parish Field
- Litter bin has been installed at the bus stop, Gainsborough Rd
2022/406 APM
The meeting was attended by 11 residents and reports were read from 14 of the village groups. A couple of
enquiries from residents – VAT purchases for the PF & CIL from WLDC building. Clerk informed the PC
that not able to purchase equipment for the PF for VAT purposes and will enquire regarding CIL.
2022/407 Parish Field Development
The quotes received for new footpath & clearing the pond were discuss and approved Hewitts Plant Hire to
Clear the pond area (£750 +vat) & extend footpath around pond (£1950+vat). New signs -Deep water/dogs
on leads Parish Filed name (x3 £55.45), 2 x benches from KBS Depot (£635 +vat), a tree plaque (£48) were
approved. Clerk to apply for Match Grant Funding from WLDC

2022/408 Solar Farms
Cllr Connell volunteered to represent the PC and accept the invite to visit Solar Farm in Suffolk and
reported back to the PC the meeting he attended in Fillingham.
2022/409 St Helens Jubilee 5th June
Email received, invitation from St Helens - Cllr Connell volunteered to represent the PC at the Jubilee
Service and will make contact to confirm Resolved
2022/410 Highways
- The tree outside the VH – work has been scheduled

2022/414 Agenda Items for next meeting and to take any points from members
- Cllr Wain asked the PC about any spare Jubilee mugs and whether these can be sold, and money donated to the church – clerk to check with LALC
- Cllr Bingham & Wain to deliver Jubilee Mugs to houses prior to the weekend
- Cllr Panter asked about the old virgin media box on Stow Rd – clerk to report again
- Cllr Wain informed the PC that the brackets for the sign at the cemetery is loose – Cllr Bingham to look
