MINUTES of the MEETING of WILLINGHAM by STOW PARISH COUNCIL

held on Thursday 6th October 2022 at 7.30pm

2022/456 Minutes of last Meetings

                The Minutes of the Parish Council Meeting held on 14th July 2022 were approved and signed as true &

                correct record Resolved

 

2022/457 Declarations of Interest

                None received

 

2022/458 Representatives Report

                Police report sent prior to meeting. Message read from WLDC Cllr T Coulson – stating she will be out of

                action for a couple of months due to health reasons but will do her best to keep in touch with things. Also,

                she has been in contact regularly with the planning dept & the applicant regarding the planning appeal on

                Gainsborough Rd and has been dealing with the matter.

 

2022/459 Clerks Report

  • Newsletters were delivered very kindly by S Faull and her team along with the show information
  • BKG winner - 7 High Street - ‘small but perfectly formed’ and full of flowers and colour. 
  • Only 2 entries for the Scarecrow competition so prizes given 1st & 2nd
  • A Thank you with gift card has been given to the lady who maintains the Village planter and the volunteers who regularly litter pick around the village
  • Clerk attended the Website training which was very informative and helpful. The website has had some updates with more to come.
  • Land registry – documents dated 1977 stating that the Parish Council have owned the land, collected rent & profits known at the Parish Fields since 1933
  • Purchase order invoice for £303.43 has been sent to LCC for contribution to urban safety cuts 2022/23

2022/462 Solar Farms

  • Cllr Didcock updated the PC on her attendance at -Tillbridge Solar post-collaboration workshop report –

             September 2022

  • Response to the Planning Inspectorate regarding the Scoping Report, TilbridgeSolar Project Resolved

- Willingham by Stow Parish Council strongly oppose the massive scale of the 4 Solar Energy Projects that have been earmarked for the area.

The parish council support plans for renewable energy generation but consider these 4 projects unacceptable. The large area of land required for these would mean a huge loss and waste of agricultural land to development, consequently impacting food production in the local area. 10 thousand acres of agricultural land would be compromised, equivalent to 3x the size of the town Gainsborough.

With solar panels surrounding all local villages. Would this land really be suitable for farming again once all solar panels and concrete have been removed? Many people are concerned about the implications such major schemes will have on the area; considering the visual impact, negative affect on wildlife and archaeology, loss of countryside and associated agricultural jobs. In addition, the loss of footpaths and byways during construction, as well as bearing in mind that local roads are unsuitable for construction traffic on this scale.

It would dramatically change our local rural scene for the worse. The attractive link between the village and the countryside would be destroyed. The ground underneath the solar panels will not be able to absorb water, hence there will be additional run off. Where will this water go? The area has history of flooding.

                Legal Topic Note LTN 40 Local Council Documents & Records were received and noted Resolved

 

2022/465 Cemetery

                The PC were updated of the removal of low branches for clearance, authorised by clerk/chair between

                meetings under Financial Regs 4.5 Resolved

 

2022/466 WPC Contingency plan

                 The clerk prepared a contingency plan – envelope containing instructions/passwords/important information

                 and a USB of important documents and gave to the chair Resolved

 

2022/467 St Helens

                A quote to repair the church wall was finally sort and M Rose Building Ltd was instructed to make the

                Repairs Resolved

 

2022/468 GDPR/Data Protection Act 2018

                Data protection fee renewal has been renewed – noted Resolved

 

2022/469 Parish Field Development

                After further paperwork, Match Grant Funding was received from WLDC, £1780 for the 2nd stage of the

                Parish Field.

 

2022/470 Christmas – Best decorated house

                 The request for a donation to support the Winter Festival Christmas Lights Competition was met with

                 concern with the current climate, residents use of electricity. Cllr Connell to report back to the committee

                 with the concerns stated

 

2022/471 LALC Internal Audit Requirement Terms

                Receive and noted Resolved

 

2022/472 Village Hall

                The updated hire agreement, terms and conditions and health and safety policy were received and

               noted Resolved

 

2022/473 Highways

                All outstanding issues that were reported on Fix my Street have been completed.

 

2022/474 Planning

      Reconsult Planning Application Ref: 145122  -Planning application for alterations and extensions to

           existing dwelling, West View Stow Rd Granted time limit plus conditions

               Ref: 145068 Land adj 2 Grange Lane Granted time limit plus conditions
