MINUTES of the MEETING of WILLINGHAM by STOW PARISH COUNCIL

held on Thursday 14th April 2022 at 8.30pm in Willingham Village Hall

 

 

Present:  Cllrs D Bingham (Chairman), M Bates, Q Connell, D Leak, E Panter, D Wain.

 

In Attendance: L Brooks-Sleight (Clerk), Cllr T Coulson

Update received from the Relations Team following the end of the Stage 1 consultation period also present 2 members from Fillingham

2022/366 Minutes of last Meetings

                The Minutes of the Council Meeting held on 10h March 2022 were approved and signed as true &

2022/368 Representatives Report

                Crime report sent prior from Saxilby Police. Cllr Coulson spoke regarding the Solar Farms

 

2022/369 Clerks Report

  • Co-option notice – applications to be received by 6th May 2022 to be discussed at the May meeting
  • The owner of the damaged headstone has received a cheque from the landowners for the repair of her

       husband’s memorial headstone due to damage caused due to sheep in the cemetery

      

2022/370 Grant Request Funding

                 Email received with the details of grant funding request from the Playing Field Committee for Play Park.

                 This was discussed and approved to pay £384.29, half of requested £768.58201 Resolved

 

2022/371 Barclays Bank

                The PC approved the removal of S Webster as signatory and to add Cllr Panter Resolved

 

2022/372 Parish Field Development

                The PC discussed benches, more trees, signs, extending footpath and the pond area. It was approved to order

                2 oak sleepers to make into a bench – H Bates & Sons to order these. Received email regarding more funded

                trees planting in the winter & approved, clerk to reply to email.  Signs were discussed and approved for the

                clerk to order 2 x deep water; 1 x dogs on lead; 1 x Parish Field signs. Councillors arranged site meeting to

                discuss pond area and further footpath extension, clerk to obtain quotes for footpath & pond area to be

                presented at the next meeting. Positive feedback received from residents with the 1st stage of the

                development and look forward to the next stages.

2022/373 Complaints Policy

                 This was updated and approved Resolved

 

2022/374 Jubilee Celebrations

               The Jubilee celebrations were discussed and approved - Best decorated house or garden competition with

               prizes 1st - £20, 2nd - £15, 3rd - £5 presenting at the Playing Field Celebrations, clerk to ask Sturton PC chair

               to judge.   The mugs for all Willingham children under 16 years will be delivered to each child who

               registered. Notice to be placed in the Parish Magazine Resolved

 

2022/375 Highways

  • Grange Lane hole outside number 16 – there was confusion between Anglian Water & Highways, but this has now been resolved and the hole filled in.
  • Cut-off pole was reported outside doctors – work still hasn’t been completed, clerk to chase up
  • Tree on High St near village hall – been reported to highways, electric cable weaving through
  • 2 Temporary traffic restriction: -
    Emergency Road closure Order - Cotgarth Lane – potholes,

Period of restriction: 12/04/2022 - 13/04/2022

  • Cllr Bingham informed the council – the Reactive Speed Signs are proving to be useful in reducing the speed into the village, but the batteries are only lasting 10days when advised should las a month. Clerk to contact Elan City for advice

      

2022/376 Millennium sign

                Cllr Bates informed the council that the sign will be ready to be erected on the corner of Grange Lane/High

                St by the May meeting

 

2022/377 Solar Farms in West Lindsey

               The solar farms and information received prior to meeting was discussed, Cllr Connell to attend meeting in

               Fillingham and report back at next meeting. The small amount of energy made; the large amount of storage

               batteries/containers and site traffic causes concern. Email from Sir Edward Leigh was sent prior to meeting –

               against the large amount of land covered. Continue to monitor and keep residents informed on

               Facebook/notice board/Parish meeting

 

2022/378 Planning

             Ref: 144624 - Planning application to remove existing storage and warehouse buildings and erect 1no.

                                    Detached bungalow, land adjacent to Highfield Garage Gainsborough Road – no comments

  • Cllr Wain – spoken with the St Helens Church wardens regarding the Churches Festival in May. She will be presenting the PC books over the weekend 13th-15th, the theme of silver

                Clerks’ appraisal and contract update due – due to Cllr Webster’s resignation, Cllr Wain was nominated by

                the council along with Cllr Bingham (chair) to conduct the appraisal and report back to the council at the

                May meeting

       

The next Parish Council meeting was confirmed as Thursday 12th May 2022 at 8pm in Willingham Village Hall
