MINUTES of the MEETING of WILLINGHAM by STOW PARISH COUNCIL
held on Thursday 14th July 2022 at 8pm

2022/435 Apologies for Absence

2022/436 Public Participation
Meeting suspended for 10mins to allow for public Participation – 2 residents spoke regarding a recent
planning application (Ref: 144624 that was refused and asking the PC for their support once the application
has been re-submitted)
2022/437 Minutes of last Meetings
The Minutes of the June Parish Meeting held on 92h June 2022 were signed as a true & correct record Resolved
2022/438 Declarations of Interest

2022/439 Representatives Report
Crime reports from Saxilby Police sent prior to meeting, Cllr Buttroid spoke regarding the Solar Farms,
saying all PC’s need to respond and object.
2022/440 Clerks Report
- CIL - I’ve had a response back from WLDC regarding CIL contributions for Willingham. I have been informed only one development qualifies for CIL since its introduction and the following outlines the situation - 'Monies for this permission are outstanding, as to which I will follow up. Once the charge has been satisfied the Parish Council portion will be paid on the next scheduled payment date. The Parish Council portion is £835.59.'
- Match Funding Request – has been delayed due to staff changes but will be going to the panel and should have a decision within the next 2 weeks
- Cllr Didcock has attended the New Councillor Training course
- Speed Data information has been downloaded from Unit 1 near the Farm shop with surprising results
- LALC Internal audit – questionnaire completed by the clerk
- Cllr Didcocks Register of interest form has been sent to WLDC along with the updated councillor addresses
2022/441 Newsletter 2022
The content was discussed and approved for the clerk to instruct Pelican Trust to print 250 copies. SF happy to get the Parish newsletter out again this year & deliver to residents 20th July/20th August. Resolved
2022/442 Parish Field Development
From a resident - The Parish Council have done a great job with the Parish field. Will a rubbish bin and dog poo bin be put anywhere nearby? The field obviously will need maintenance - are the PC thinking of trying to set up some sort of working party of people willing to help keep it looking good? Dog bin has been requested, the PC approved a working party- Cllr Panter to organise resident volunteers, clerk to advertise in the Newsletter, council to discuss requirements for the working party at meetings. Clerk to contact NH to secure/fix new benches.

2022/443 Solar Farms
New project details received –Cllr Panter & Didcock to attend Tillbridge Solar Farm workshop-21st Aug
Response from the PC to all Solar Farm Projects – Resolved
Willingham by Stow Parish Council strongly oppose the massive scale of the 4 Solar Energy Projects that have been earmarked for the area. The parish council support plans for renewable energy generation but consider these 4 projects unacceptable.
The large area of land required for these would mean a huge loss and waste of agricultural land to development, consequently impacting food production in the local area. 10 thousand acres of agricultural land would be compromised, equivalent to 3x the size of the town Gainsborough. With solar panels surrounding all local villages. Would this land really be suitable for farming again once all solar panels and concrete have been removed? Many people are concerned about the implications such major schemes will have on the area; considering the visual impact, negative affect on wildlife and archaeology, loss of countryside and associated agricultural jobs. In addition, the loss of footpaths and byways during construction, as well as bearing in mind that local roads are unsuitable for construction traffic on this scale.
It would dramatically change our local rural scene for the worse. The attractive link between the village and the countryside would be destroyed.
The ground underneath the solar panels will not be able to absorb water, hence there will be additional run off. Where will this water go? The area has history of flooding.

2022/445 LALC Annual Training Scheme
The annual scheme was approved, and it was approved for the clerk to attend all courses required, claiming
additional hours/milage as stated in contract Resolved
2022/446 Thank you donations
Donations to volunteers in the village for litter picking/planters was approved under S137. Clerk to
purchase vouchers £15 each Resolved
2022/447 St Helens Church wall
Email received from the church wardens- There is a coping stone plus two bricks off the wall on the right
hand side of the gate. It has been lifted onto the grass.
This was discussed and quotes to be obtained and approved by email due to next meeting 2 months away
& urgent, work to be completed asap Resolved
2022/448 Highways
Cllr Buttroid to would follow up on LCC Highways issues that state completed online but still issues
unresolved (old virgin box; hacked off old pole near surgery; broken drain corner Grange Lane, 30mph sign
& the removal of old people sign Gainsborough Rd, entering the village towards the corner.
