MINUTES of the MEETING of WILLINGHAM by STOW PARISH COUNCIL

held on Thursday 8th February 2024 at 7.30pm

 

 

Present:  Cllrs D Bingham (Chairman), M Bates, Q Connell, C Devine, J Didcock, T Clifton, D Leak

 

In Attendance: L Brooks-Sleight (Clerk), LCC Cllr R Buttroid arrived 8.05pm 2024/10, WLDC Cllr Mullally

2024/2 Public Participation

            None present

 

2024/3 Minutes of last Meetings

            The Minutes of the Meeting held on 14th December 2023 were approved and signed as a true & correct

            record Resolved

 

2024/4 Declarations of Interst

            None received

 

2024/5 Representatives Report

            LCC Councillor Buttroid updated the council on the Solar Farms. Requesting the speed limit on

            Gainsborough reduced to 40mph from Fox & Hounds to help slow down the traffic entering the village

            after the council raised concerns; the flooding on the Gainsborough Rd/High St corner and chasing up

            the bus shelter repairs.

  • Kings Charles portrait – available to PC in February 2024  

 

2024/7 Defibrillator

  1. Clerk to contact WLDC regarding the Paediatric Defib pads due to expiry date and expected delivery of new ones but if not included in the Defib Scheme, purchase at the cost of £123 Resolved
  2. It was approved to join the WLDC Defib scheme commencing April 2024, current price £100pa  Resolved

 

2024/8 LALC

  1. Annual Fee 2024/25 – approved the annual fee of £188.76 to be paid 1st April 2024 Resolved
  2. It was decided not to join the annual training scheme 2024/25 Resolved

 

2024/9 Speed Reactive Device – High St

           Since the December meeting the Speed device was connected for full diagnostics, Elan City able to

           repair at a cost of £416.50 +vat (inc p&p) Insurance had an excess of £250 per claim. Due to no meeting

           in January and after consultation with the chair, email was sent to all councillors asking for comments as

           to whether to claim on insurance or approve payment from council budget. It was approved by all

           councillors by email, for payment from the council budget. Resolved

 

2024/10 WLDC Garden waste bin

           It was approved to renew the garden waste bin at the cemetery at a cost of £44pa Resolved.

 

2024/11 Internal Auditors Report

             The full report was circulated prior to the meeting and noted. The clerk presented key points from the

              report to be address over the next few months.

         

 

2024/12 PC Credit/debit card

              It was approved to apply for a PC debit card following the recommendation in the Internal Auditor

              report. Resolved

 

2024/13 Police

  1. Monthly report for NC05 area December & January (sent prior) -received.
  2. New Community Beat Manager – PC Sam Key -received.
  3. Parish Council Engagement Session on Road Safety Tue 20th February – Cllr Bingham & Devine volunteered to attend.
  4. LWL Parish Council Engagement Session - Thursday 4th July 2024 Cllr Bingham volunteered to attend.

 

2024/14 Budget and Council Tax Proposal 2024/25

              No comments

 

2024/15 Highways

  • Road closure - Cot Garth Lane 26/02/2024 -01/03/2024
  • Clerk to report wobbly sign entering village on Gainsborough Rd
  • Layby near doctors – new bollards knock over & seeded areas churned up
  • Grange Lane road sign was damaged, reported and now fixed

 

2024/16 Flagpole

              The flagpole was damaged in recent high wind and the PC approved to purchase a new pole, 2 quotes

              received to replace with a new pole were discussed. It was approved to purchase an 8m classic

              fibreglass pole for £250 +vat p&p from Flagpole Express. Clerk to obtain quotes for installation of

              the pole and apply to Cllr Mullally CIF for a grant.

 

2024/17 Solar Farms

              Email updates circulated prior to meeting. Cllr Bates updated the council on a meeting he attended at

              Hemswell Court

              

2024/18 Planning

    To receive any correspondence/decisions by WLDC and discuss any planning applications.

             Ref: 147756, Planning application to erect 1no. general purpose agriculture shed, Park Farm

 

2024/19 Finance

            The monthly accounts for payment & corresponding Bank Statements were approved as a true &
