MINUTES of the MEETING of WILLINGHAM by STOW PARISH COUNCIL

held on Thursday 12th September 2024 at 7.30pm

 

 

Present:  Cllrs D Bingham (Chairman), M Bates, T Clifton, J Didcock, Q Connell,

2024/137 Apologies for Absence

Received from Cllr Didcock & Leak, reasons accepted.

2024/139 Minutes of last Meetings

The Minutes of the Meeting held on 11th July 2024 were approved and

signed as a true & correct record Resolved    

 

 

2024/140 Declarations of Interest

2024/141 Representatives Report

Monthly report received from the police sent prior to meeting

 

2024/142 Clerks Report

  • BKG winners 21 Stow Rd
  • Cemetery sign has been delivered and fixed to the railings
  • Picnic tables have been installed at the Parish Field, £1000 was initially sent for the grant funding from WLDC and the remaining £320 has been requested on completion.
  • 2 x funerals at the cemetery and 1 x cemetery search in the last 2 months
  • Newsletters – LC Printing closed due to retirement, after re-searching for quotes between meetings, only one received from Visual Print & Design for £195+vat
  • Flagpole estimated at £250 to fix in ground (2024/16/59, but cost increase due to larger hole and requirements of the taller 8m) pole to secure firmly, increased to £570 +vat

2024/144 1977 Best Kept Village Competition

Email received from a resident re: broken plaque at base of tree. Clerk to research

dates and obtain a quote for a new plaque to be discussed at the next meeting.

 

 

2024/145 School Trust Fund

Forms resent to the bank as no correspondence received. Email received from the

existing secretary of the Trust fund, clerk to follow this up.

 

 

2024/146 Highways

Issues raised - overgrown hedge on Grange Lane; Water Furrows Lane,

parking of vehicles/sheds & Normanby corner -trees.         

 

   

2024/147 Solar Farms

Compulsory land order received, near the entrance of the Recreation Field from Gate Burton Energy Park.

The clerk contacted to request a larger scale map to confirm area, received a call to say ‘the recreational

field land will not be affected, only applies to the area in front of fence which will be used for access’

To date, larger map still not received!   To receive any updates and discuss further action required.    

Tillbridge Solar – information received on proposed changes to DCO Application following submission.   

 

2024/148 St Helens Church

Request received from the PCC to pollard 2 trees in churchyard & survey

of all trees for future planning of maintenance. The council approved to

obtain quotes to pollard the 2 trees and for a maintenance survey.

Clerk to seek quotes for the next meeting.

 

2024/149 Defibrillators

Information received on Defibrillators & cabinets that don’t require an

electric supply with the intention of placing at the playing field. The

council discussed, a Defib for the emergency use on adults & children and

clerk to contact the playing field committee to obtain their views and then

request quotes.

 

2024/150 Planning

Ref: WL/2024/00662, Planning application for the installation and operation of a Battery Energy Storage   

System BESS with ancillary infrastructure and landscaping and biodiversity enhancements, at

Willingham By Stow Farm, Marton Rd. The council approved to object with the following comments:

Willingham by Stow Parish Council would like to object to the installation of BESS on the land at Willingham

by Stow Farm, Marton Rd due to the close proximity of a battery storage already passed in the area, why is

another one needed?  The proposed location will be too near the gas works – which is a very high safety issue.

The land is good arable farming land – more and more land is being used for planning, where will our food be

grown in the future? And have concerns over the accessibility of vehicles down an unsuitable road – very

narrow, single-track road! This application is in the wrong location! Resolved

Email also received connected with the application from BESS account manager asking for a meeting with the

PC, the clerk to arrange meeting for October.

a.The monthly accounts for payment & corresponding Bank Statements were approved

as a true & correct record, inc. payments made in between meetings  Resolved                                                 

b.Barclays Bank update received – the historical investigations now complete.

2024/154 Agenda Items for next meeting and to take any points from members

  • Residents would like to thank the PC for the picnic benches at the Parish Field and for the hard surface on the footpath between Grange Ln and Stow Rd
  • Grass contractor – instruct to cut inside of the cemetery hedge, outside & top have been cut
  • Thank you voucher
  • Cemetery – crack across footpath near entrance gate
