2024/175 Apologies for Absence

2024/177 Minutes of last Meetings

The Minutes of the Meeting held on 10th October 2024 were approved and signed as a true & correct

record Resolved

2024/178 Declarations of Interest

None received

2024/179 Representatives Report

Cllr R Butroid sent his apologies due to having another meeting – he reported that he hadn’t received any

additional information to date but will continue to chase it up.

Monthly crime report received and circulated prior to the meeting.

2024/180 Clerks Report

Nothing to report.

2024/181 Grass Cutting 2025

Two grass tenders were received from HMT Landscaping £3675 plus £30ph additional work and Lea

Garden Services £3650 plus additional work. Both were discussed and it was approved to accept Lea

Garden Services, £3650 with £30 per hour for any additional work when required, due to providing a good

service & work this year. Resolved

2024/183 Solar Farms

Information received and noted–

Tillbridge Solar Limited for an Order Granting Development Consent for the Tillbridge Solar Project.

Planning Act 2008 – Section 89 and The Infrastructure Planning (Examination Procedure) Rules 2010 –

Rule 8 and 9

2024/184 St Helens Church

After trying to obtain quotes over that last 2 months, one quote received from HMT Landscaping to pollard

2 trees in St Helens Churchyard. This quote for £900 was accepted, clerk to instruct and obtain the

insurance certificate. Resolved

2024/185 Planning

Planning application received:

Ref: WL/2024/00887, Notification under the Electricity Act 1989: Overhead Lines (Exemp.)(England

and Wales) Regulations 2009 - ENQ23195852 - New line to Willingham House, High Street – approved to

submit- no comments Resolved

2024/186 Grant Funding 2025

Two grant applications were received from the Playing Field committee – for £2800 to help with ongoing

maintenance & running costs and £4000 to install septic tank & drainage. These were submitted with

incomplete accounts. Clerk to contact to request updated, audited accounts before a decision can be made.

2024/187 Willingham Christmas Magic Festival S137

Email received from St Helens Church with details of a Christmas Magic Tree Festival, requesting each of

the village group to provide a tree to celebrate the village. The council discussed this and approved to spend

£50 on 2 trees for the event. Resolved

2024/188 Cemetery

Due to only 3 members present, to be added to the December agenda.

2024/189 Budget 2025/26

The draft budget was discussed and decided to add to the December agenda for a full discussion.

2024/190 Precept 2025/26

The Precept was discussed based on the draft budget and it was approved to submit an estimated

Precept of £16,000 to WLDC

2024/191 Finance

The monthly accounts for payment & corresponding Bank Statements were approved as a true &

correct record. Resolved
