MINUTES of the MEETING of WILLINGHAM by STOW PARISH COUNCIL

held on Thursday 13th June 2024 at 7.41pm

2024/100 Minutes of last Meetings

The Minutes of the Annual Council Meeting and the May meeting held on 9th May 2024 were approved

 and signed as a true & correct record Resolved    

 

2024/101 Declarations of Interest

 Received from Cllr Bates re: 2024/107 Playing Field planning application WL/2024/00409

 

2024/102 Representatives Report

WLDC councillor Lynda Mullally – what a lovely village Willingham is, D-Day was a fabulous event

with the village Beacon. Attended the BESS event in Sturton but no direct answers given to any

questions.

2024/103 Clerks Report

  • Child Defib electrodes – awaiting stock
  • Flagpole has been ordered – delivery 19th June
  • CIF £500 from Lynda Mullally has been received for the flagpole

 

2024/104 Insurance Renewal

Due to the insurance due date 14th June 2024, email sent to all councillors between meetings with

insurance details and cost of £412.04 which was paid on the 10th June 2024 for continuous cover,

all approved. Resolved

 

2024/105 Highways

  • The park/elderly people sign – turn around again
  • Complaints received regarding Water Furrows Lane – vehicles/caravan encroaching the Lane

 

2024/106 Solar Farms

        No further updates to date

 

2024/107 Planning

        To receive any correspondence/decisions by WLDC and discuss any planning applications.

Ref: 147843, planning application for a two storey and single storey extension. 8 The Old Farm

                House High Street – no comments Resolved

 

Ref: WL/2024/00409, application for proposed new septic tank and drainage field for single toilet,

Willingham Recreational Field, Marton Rd. Clerk to check the council deeds on the land and inform

WL and the Playing Field committee of the comments taken from the deeds.

 

2024/108 Parish Field Picnic Benches

Only one quote received to erect & fix 2 x benches at the parish field from Hewitt Plant Hire

- £2298.00 +vat but will only be don’t once area has dried up. This was approved. Resolved

 

2024/109 Public Footpath Grange Lane to Stow Rd

Only one quote received from Hewitt Plant Hire for laying tarmac plainings on public footpath

- £1650.00  +vat. This was approved. Resolved

 

2024/110 Office Filing Cabinet

The purchase of a metal, 2 drawer filing cabinet - £45.83 ex vat + £4.95 delivery was approved.

Cllr Mullally agreed to purchase this through her CIF, clerk to apply to WLDC CIF - £55  Resolved

 

2024/111 Planter Plaque

3x quotes & designs for a plaque to commemorate the Kings Coronation for new planter were

discussed and approved to purchase from Engraving Studios for £53.95 inc vat & delivery. Resolved

 

2024/112 School Trust Fund

An update received from the current trust fund secretary- trying to obtain a Charity Commission

number before able to transfer the Scottish Widows account to the PC, the HSBC, 2x accounts

held in the trusts name, forms signed by the current PC signatories to be returned to HSBC with

a letter & supporting minutes.

 

2024/113 Internal Auditor Report

The end of year report was received with recommendations noted.

 

2024/114 Financial Regulations 2024

Due to several inconsistencies in the Model Financial Regs, NALC are reviewing them. To be added

to a future agenda.

 

2024/115 To approve the AGAR Annual Audit 2023/24

2024/118 Best Kept Garden

This was discussed and approved to ask last years winner to judge end of July/Aug with a prize

of £25 National Garden Voucher with S137, to be awarded at the Horticultural Show end of Sept

2024. Resolved

 

2024/119 Newsletter 2024

Clerk to contact all village groups to ask for articles to be placed in the Newsletter to be reviewed at the

July meeting.

 

2024/120 Agenda Items for next meeting and to take any points from members

  • Cemetery use only sign – for new parking area at the cemetery
  • Contractor to be asked to strim area up to the fence in front of cemetery
  • Grange Lane – overgrown hedge on the corner
  • Letter of Thanks for the village Beacon to be sent
  • Planter – Grange lane/Stow Rd for October meeting
  • Welcome to Willingham – more leaflets need printing
