MINUTES of the MEETING of WILLINGHAM by STOW PARISH COUNCIL
held on Thursday 12th January 2023 at 7.30pm

2023/3 Minutes of last Meetings
The Minutes of the Parish Council Meeting held on 10th November 2022 were approved and signed as true & correct record Resolved
2023/4 Declarations of Interest
None received
2023/5 Representatives Report
- WDLD Cllr T Coulson – informed the PC that there was money in CIF if the council required
grant funding. Also spoke to the PC regarding the issues around the Solar Farms
from batteries/views/close to homes/loss of farmland.
Mike Head, new Community Policing Inspector would like to meet all PC, clerk to arrange this
- Saxilby Police – monthly crime report circulated prior to meeting
2023/6 Clerks Report
- May meeting – advised to change a week later -18th May 2023 due to May Elections (votes/papers etc)
- Clerk didn't attend the course on Council Powers & procedures, the venue way changed 2 days before the course to Mablethorpe. I have asked them to let me know when next in this area. Clerk completed the advanced website course, and will update website over the coming months
- Thank you received- to the Parish Council who assisted with the finance to enable the Christmas lights on the church, completely rewired
- Cemetery – Sharps graves been levelled
- BS North – grass cutting agreement - Thank you for returning the signed Parish Agreement letter so swiftly, we are delighted that you wish to continue. We can confirm that we have all the information we require, and our records are now up to date. We will be in touch in due course when we are able to confirm the contribution rate for 2023/24.
2023/7 Solar Farms
Cllr Bates reported back from 7000 acre meeting and new meeting 1st February 2023
2023/8 School Trust Fund
The PC was given information received from the present secretary of the Trust Fund who would like
the PC to take over the Trust. The PC discussed this, and the clerk provided information received
from LALC/NALC regarding LTN 28 Basic Charity Law. The PC approved in principle to take on
as sole corporate body subject to clarification from LALC/NALC. To be carried over to February meeting
2023/9 Layby near Doctors Surgery

2023/10 Cemetery
The clerk has had issues with burials/late payments/missing memorials. The PC discussed the extra
work this has created and the Funeral Directors not following the Cemetery Rules & Regulations.
It was approved to add an amendment, charging £100 (£50 for the clerk extra admin work) –
16. For any late payment/unauthorised activity within Willingham by Stow Cemetery, a fee of
£100 will be issued along with the company/persons been prohibited from the cemetery until
all fees have been paid. Resolved
2023/11 Internal Audit
The interim internal audit report wasreceived – no comments Resolved
2023/12 Defibrillator Training Request
No reply from LIVES, clerk to contact other providers
2023/13 Highways
To consider any highways matters & determine any actions required
- Parking on Marton Rd – email received regarding the parking, PC agreed its getting worse and still an issue
- Grange Lane road closure - fibre
2023/14 Bus Stop
Cllr Bingham to look at the bus stop and get a quote for next meeting
2023/15 Planning
To receive any correspondence/decisions by WLDC and discuss any planning applications.

granted 29 May 2020. Land at 1 Cotgarth Lane no comments

2023/16 Finance
- The FINAL 2023/24 Precept was approved as £14,000, clerk to send to WLDC Resolved
- The monthly accounts for payment & corresponding bank statements were approved as a true & correct record Resolved

- Cllr Wain -compliment received from a resident – Cotgarth Lane looking clean
- Cllr Bates -bench has been installed near the bridge on Fillingham Lane, the one for the Parish Field will be installed in the next few weeks
- Cllr Bingham – informed the PC of Parish Field meeting with Steve Leary, how pleased with what we were doing there and further funding would be available soon for possible picnic bench/shelter
- Office printer & Laptop issues – clerk to look for replacements.
