MINUTES of the MEETING of WILLINGHAM by STOW PARISH COUNCIL

held on Thursday 9th November 2023 at 7.30pm

2023/210 Apologies for Absence

2023/211 Public Participation

2023/212 Minutes of last Meetings

                The Minutes of the Meeting held on 19th October 2023were approved and signed as true & correct

                record Resolved

 

2023/213 Declarations of Interest

                None declared

 

2023/214 Representatives Report

               Apologies sent from Cllr Mullally and police report received from the police.

 

2023/215 Clerks Report

  • Cllr Clifton & Devine were booked onto the online training induction online course costing £25 each, Cllr Devine didn’t attend due to work. The PC have still been charged for non-attendance. Cllr Devine to attend at a later date at cost.
  • Thank you’s were received from the litter pickers and memorial gardener
  • Barclays Bank – requested recent signed minutes have been received and now the account will be off-line next Mon-Wed while the account has its final update.
  • Ramblers – email received from LCC, no action needed at this stage. Willingham is currently 409/439 cases being investigated
  • Christmas Tree Festival – the PC are purchasing 2 real trees, 8ft at a cost of £50.

 

2023/216 Willingham School Trust

                 The secretary of the current trust would like to arrange a meeting to discuss the next steps. Clerk to

                 organise this.

 

2023/217 Grass Cutting Tender

                Only 1 quote received, decided to extend the deadline and contact more companies to put in a tender.

                To be discussed at the December meeting.

 

2023/218 WLDC Grant Agreement

                Received and signed, clerk to sent to WL

           

2023/219 Laybys

                No updates received for the cemetery, after discussion, possibility to extend the width of the entrance

                to the cemetery, clerk to enquire. LCC have cleared, flattened, seeded and put bollards either side of

                the layby near the doctors surgery but cars are still managing to squeeze in and churn up the newly

                seeded area. Clerk to contact the surgery are help, with the suggestion that staff park their cars at the

                Playing Filed to allow patients to park near the surgery, and to ask everyone to park more

                considerately.

 

2023/220 Highways

                Layby levelled and seeded with bollards near the surgery

 

2023/221 Solar Farms

                Emails and information sent prior to meeting, all received.

 

2023/222 Asset – Office filing cabinet

                Clerk reported the very large, old filing cabinet has broken runners and is difficult to open. The clerk

                requested to dispose of the cabinet, have a sort out of what is required to keep and replace with

                folders/files. Approved to dispose and purchase folders/files to store office paperwork. Resolved

       None received

 

2023/224 Finance

  1. The Budget 2024/25 was discussed and approved Resolved
  2. The Estimated Precept 2024/25 was discussed and approved - £14,000
  3. The monthly accounts for payment & corresponding Bank Statements were approved as a true &
