held on Thursday 19th October 2023 at 7.30pm

2023/188 Minutes of last Meetings
The Minutes of the Meeting held on 14th September 2023 were approved and signed as true & correct
record Resolved

2023/190 Representatives Report
Email report received prior from LCC Cllr Buttroid.
WLDC Cllr Mullally sent apologies.
The New Neighbourhood Policing Model sent prior to meeting.
2023/191 Clerks Report
- Cllr Clifton book on the Cllr induction online course costing £25 – Oct 24th
2023/192 Co-option
Application received from Chantelle Divine to become a member of the PC. This was discussed &
approved. Cllr Devine signed the Declaration of Office, clerk to email Register of Interest Form,
Code of Conduct & receipt of Code of Conduct to be returned within 28 days. Also, to send details of
LALC Cllr Induction courses and all policies can be viewed on WPC website. Resolved
2023/193 Barclays Banking
The clerk updated the PC on Barclays bank issues. Due to the government asking all banks to check
business have the correct accounts, Barclays have discovered that PC have the wrong accounts. Our
account was blocked, after several phone calls the name of the account will be changed, all other
details will remain the same, possibly will have more letters to sign. The PC will be kept informed.
2023/194 Christmas Lights donation request
The PC discussed the request and approved to send a donation to the VH Committee to purchase a
floodlight for the celebration lights, S137. Resolved
2023/195 Winter Festival donation request
The PC discussed the request for a grant of £45 to produce the Winter Festival flyer that helps
promote all village group activities over the Christmas period & £60 prizes for the Christmas
Lights comp. It was approved to send a grant of £105 to the VH Committee to fund these. Resolved
2023/196 St Helens Christmas Tree Display
The church are asking for all village groups to contribute by purchasing/decorating a Christmas Tree
to be displayed at a Christmas Tree Festival for all residents to attend. This was approved to purchase
a real tree, cost to be updated next meeting. Resolved
2023/197 Willingham School Trust
Email received from the current secretary of the trust- confirmation email received from the PC,
details have been sent to the trusts banks and requesting meeting to confirm further details. Clerk to
contact & arrange.
2023/198 Grass Cutting Tender
The 2024 specifications were approved, clerk to advertise, send out to companies for discussion at the
next meeting.

2023/200 Laybys
Cllr Buttroid enquired with Highways but not reply with any specification or companies for the
laybys and bus shelter repair

2023/203 Parish Council Engagement Session - 14th December 2023
Due to the December PC meeting on the same evening, chair unable to attend. Cler to email with
questions – confirmation of which beat code Willingham falls under? And ask for latest crime
statistics for the area
2023/204 Notice of Application for a Modification Order
Letter received regarding application to LCC for an order under section 53(2) Wildlife & Countryside
Act 1981 to add several public footpaths in/around the village. These were discussed and approved
for the clerk to reply with objections.
2023/205 Planning
To receive any correspondence/decisions by WLDC and discuss any planning applications.
