MINUTES of the MEETING of WILLINGHAM by STOW PARISH COUNCIL held on Thursday 14th September 2023 at 7.30pm

2023/166 Minutes of last Meetings

                The Minutes of the PC Meeting held on 13th July 2023 were approved and signed as true & correct record Resolved

2023/168 Representatives Report

  • Saxilby Police report sent prior to meeting.
  • LCC Cllr Buttroid – updated the PC on the latest Solar Farms issues; the layby requests from the PC at the Surgery & Cemetery – will provide a list of contractors & specifications required

                     for PC to obtain quotes; bus shelter –; Parking issues on Marton Rd & the High St.

  • WLDC Cllr Mullally – had issues with resident regarding dog walkers which an article for all were inserted in the latest Newsletter.

 

2023/169 Clerks Report

  • Summer Newsletter was printed and distributed with the Show schedule by Horticultural Team.
  • BKG Winner – Oakapple House, Meadow View certificate sent
  • The Pensions Regulator – Automatic enrolment duties sent & Acknowledgement received
  • Sturton PC have asked DB to judge their Christmas Lights comp 16th Dec
  • Grass cutting – wedding at St Helens 6th October – contractor informed & also asked to cut inside hedge and inside the the graves at cemetery

 

2023/170 Co-option

                Application received from Anthony Clifton to become a member of the PC. This was discussed & approved. Cllr Clifton signed the Declaration of Office, clerk to email Register of Interest Form,

                Code of Conduct & receipt of Code of Conduct to be returned within 28 days. Also, to send details of LALC Cllr Induction courses and all policies can be viewed on WPC website. Resolved

 

2023/171 Councillors Village Walk Issues

  • Park Rd kerb – been inspected, Highways worked planned
  • The Paddocks – white lines Highways are not taking immediate action with this report because it is a local low impact area
  • Trees High Stcompleted
  • Grange Lane hedge –
  • Grange Lane grass verge highways cutting it & will be added to LCC Agreement
  • Grange Lane hedge – nothing to date
  • Grange Lane grass verge highways cutting it & will be added to LCC Agreement
  • Out of use Green box (upper High St) been accessed, it may be kept on the footpath as it could be used in the future
  • Leaning Fence – public footpath been investigated but not too concerned
  • Cemetery – cut inside hedge, inside graves been instructed
  • New dog bin stickers received from WLDC and have been applied to bins
  • Road sweeper requested
  • Footpath VH to surgery investigated – no further action

 

2023/172 Bus Shelters

Graffiti has been cleaned off but by who??The clerk unable to obtain quotes from contractors supplied by Highways to mend bus shelter with slight wobble, Cllr Buttroid to .

2023/173 Barclays Bank

                Further information requested from Barclays Bank re: information/details of all 4 signatories that sign on behalf of the PC Resolved

 

2023/174 S137 Thank you gifts

                These gifts to say Thank you under S137, to residents for volunteering within the village were discussed & approved, £20 x 3 vouchers for litter pickers/maintaining village planter/maintaining

                memorial garden. Clerk to purchase National Garden Centre vouchers to be awarded at the Horticultural Show Resolved

2023/175 Scarecrow/BKG Comp Prizes

                Prizes to be awarded 1st 30, 2nd £20 & 3rd £10 for the Scarecrow competition (£10 voucher already have) and BKG prize of £20. Approved for clerk to purchase B&Q gift cards - £30, £20, £20.

2023/176 Defib Electrodes plus charge pak

                Due to electrode expiry & low charge pak, new ones had to be purchased between meetings at a cost of £306 – noted Resolved

                 No further information to date

 

2023/178 Laybys

                Highways – cost £5000 to install near cemetery and £5000 but HW not willing to do. PC can obtain own quotes from HW accredited contractors but clerk unable to get any. Cllr Buttroid following up.

 

2023/179 Highways

                Parking on Marton Rd & High St – staff asked to move cars for vehicles to get through, email sent to Manager about the parking issues. Clerk to email Police Michael Head.
